Rouse will participate in COP 24 in Katowice in December 2018

Fabrice Mattei will participate in COP 24 on Climate Change in Katowice next month. This is Fabrice's 4th attendance to a COP on Climate Change, we asked him the following question:

What is the agenda of the COP 24 and what to expect from it?

Following the adoption of the Paris Agreement in 2016, Parties need to issue its implementing rules also known as “rule book” to give details and guidance on implementing the Paris Agreement. The rule book is seen as a major test of the international commitment of the Paris Agreement since it should bring the PA to further steps further. Several issues causing delay in adopting the “rule book” relate to the financing mechanism embedded into the PA (USD 100 billion a year by 2020) to help developing nations cope with rising temperatures and cut their emissions. UN delegates agreed to hold an extra session in Bangkok from September 3-8, 2018 before environment ministers meet in Katowice, Poland at the COP 24 in December when the rule book for the Paris pact is due to be agreed. At the same COP 24, we will see discussion of the outcomes of a facilitative “Talanoa Dialogue” that has sought to assess where national climate efforts currently stand and where they need to head going forward, as well as a recently published special report from the UN body responsible for climate science, the Intergovernmental Panel on Climate Change, on implications of limiting global warming to 1.5°C.
